Notch data in the '<container>' container is out of order. Each notch must be greater than the last.
The notch entries in an engine assets throttle-power or dynamic-brake graph must be listed in ascending order, as the graph reader relies on ordering to interpolate between notches. Out-of-order notches would produce an incorrect power output.
List the notch sub-containers so that each notch number is greater than the one before it.
